XConnect Partners GSE to Detect Multi-Service Scams Earlier

Combines telecoms and phone-number intelligence with internet-layer fraud signals

XConnect, a Somos Company, has partnered with Global Signal Exchange (“GSE”), a global multistakeholder clearing house for threat signals, to help public agencies, enterprises, digital platforms, financial institutions and trusted national and global brands tackle multi-service scam networks.

GSE will provide internet-layer fraud intelligence, including signals relating to IP addresses, URLs and cross-platform risk, supported by secure data-sharing infrastructure.

XConnect will provide telecoms and phone number intelligence, including authoritative numbering data, real-time network signals and mobile identity services. The integration of these datasets enables public and private organisations to improve visibility across fraud channels, detect threats faster, improve data governance and enable more effective intelligence sharing.

The need for cross-sector, national and global collaboration is increasingly recognised across the public and private sectors. Europol reports that Spoofing, specifically caller ID spoofing, is driving financial fraud and enables social engineering scams, resulting in substantial economic and societal damage, with an estimated €850 million lost worldwide annually; Phone calls and texts are primary attack vectors, accounting for approximately 64% of reported cases.

The Global Signal Exchange is a UK-based non-profit owned by Oxford Information Labs, launched in January 2025, with co-founder Google. Working with global partners worldwide, the GSE provides real-time insights into the supply chains delivering scams, fraud and other forms of cybercrime. By merging as many data sources as possible, GSE makes the facilitators of cybercrime more visible.

Where privacy, security or commercial sensitivity have historically slowed collaboration, the answer is not less sharing, it is better-governed sharing. The partnership will support lawful, purpose-limited, privacy-preserving and auditable approaches to fraud-signal exchange, focused on prevention, detection, disruption and victim protection.

This partnership represents a step-change in the fight against scams: by connecting telecom, internet and platform-level intelligence, XConnect and GSE aim to move closer to the speed of the fraudsters, and ultimately get ahead of them.
